Brigadier General Michael J. Bouchard
Brigadier General Michael J. Bouchard; Assistant Adjutant General - Army, Maine National Guard. He is the former principal assistant to the Adjutant General and provides advice on all issues pertaining to the utilization of Maine Army National Guard assets. He guides the development and implementation of all programs and policies affecting the organization. He also serves as Commander, Maine Army National Guard and leads over 2,100 Soldiers assigned to 38 Army National Guard units. General Bouchard is responsible for all training, manning and equipping as related to readiness and the resource planning, programming, budgeting and execution in support of operational requirements and readiness goals in support of State and Federal missions.
General Bouchard received his commission through the Reserve Officer Training Corps program upon graduating from Norwich University, Northfield, Vermont in 1985. He served on active duty with the United States Army in Germany and the Continental United States before joining the Maine Army National Guard in 1989. From 1989 through 1995, he served in various command and staff assignments with the Maine Army National Guard to include assignments in Panama and Guatemala with Task Force Team 240 and Task Force Dirigo. In 1989, General Bouchard was assessed into the Title-10 Active Guard and Reserve Program and served in numerous positions at the National Guard Bureau, the Headquarters Department of Army, the Secretary of the Army Office, and the Installation Management Command. In 2010 he deployed to Afghanistan with the 86 Infantry Brigade Combat Team and served as the Director of the Afghan National Police Directorate and dual hatted as the senior operational mentor to the Commanding General of the Afghan Civil Order Police.
Prior to his current assignment, General Bouchard served as the Installation Division Chief responsible for all Army National Guard Installations and Facilities and as the Army National Guard G4 responsible for the Installations, Logistics, Environmental and Energy/Sustainability programs in support of the 350,000 Guardsmen and all Army National Guard units in the 54 States, U.S. Territories and District of Columbia.
